ENTREPRENEURSHIP DEVELOPMENT
Glen has developed and delivered a variety of entrepreneurial development programs in Canada and abroad. In Canada this work has been responsible for approximately 800 business starts. These programs have been sponsored by the Winnipeg Core Area Development Agreement, (1989-1992), the Self-Employment Program, Human Resources Development Canada, (1992-1999), and the Business Development Bank of Canada, (1994-1998). The programs take participants through a business-planning course who graduate with a completed business plan. Internationally, similar programs have been conducted in several Caribbean countries, Zimbabwe in Africa, and several countries throughout Southeast Asia including Sri Lanka, Bangladesh, and Nepal. In 1997-98, Glen served as an advisor for an agribusiness and seaport expansion project in the Philippines through CIDA's Local Government Support Program.
SMALL BUSINESS MANAGEMENT DEVELOPMENT PROGRAMS
The Small Business Management Development Program was first introduced to Manitoba in 1970 under the sponsorship of the Province of Manitoba. Glen was the principal designer and advocate. He also introduced the same program to Alberta and Ontario in the mid-1970s and later to developing countries in including a variety of Eastern Caribbean countries, Zimbabwe, and several countries in Southeast Asia. It served as the research base for much of the program activity in the small enterprise and entrepreneurial development. The program is community based and involves research and counselling phases while working one-on-one with small business clients in rural growth centres.
From 1976 to 1985, Glen was the principal author of the Royal Bank of Canada's highly acclaimed Your Business Matters series for independent business. Covering a complete range of independent business management topics (from accounting and finance to starting a business), the series outlined a number of practical application models (i.e. systems and approaches responding to particular application concerns such as simplified one-book accounting, new venture analysis, and operating systems for costing, pricing, etc.). The bank used the monographs as business development aids. In his own work Glen used the publications as counselling aids. So successful was the series for the bank that a second edition has been written.
INSTITUTIONAL SUPPORT
Glen is a major developer of several organizations in an institutional support capacity. Two are very significant. Glen began working with the Barbados Institute of Management and Productivity (BIMAP) at its inception in 1972. By transferring small business programs, Glen and his colleagues were able to give BIMAP an impetus that allowed it to develop in a number of areas. Today it is a significant management development organization in Barbados and throughout the Caribbean region. Glen also began working with the Small Enterprises Development Corporation (SEDCO) in Zimbabwe in 1984, at its inception. By providing a variety of support programs (strategic planning, consultant training, train the trainer programs, small business training curricula, entrepreneurship development programs, and development and financial advisory support), the development finance corporation today has achieved a $56 million capital base and a loan portfolio exceeding $50 million. Today, it is a significant contributor to enterprise development activity throughout Zimbabwe.
CURRICULUM DEVELOPMENT AND TRAINING
For Glen, curriculum development and training has been an important component of many major assignments conducted in Canada and developing countries. Examples of these are the development of small business curriculum for the Small Enterprises Development Corporation in Zimbabwe, the adaptation of the same curriculum for use in Sri Lanka, Bangladesh and Nepal in 1993/94, and the introduction of business plan development training and computer software use at the local government level as part of CIDA's Local Government Support Program in the Philippines in 1997/98. In the early 1990's, curriculum was developed and training programs delivered for Aboriginal Business Canada as part of the Canadian Economic Development Strategy (CAEDS).
COMPUTER-BASED NEW VENTURE FEASIBILITY ANALYSIS
In 1995 Sequus Software was formed to develop the Launch Your Business computer financial planning and feasibility program for new ventures and business expansion projects. Glen is a partner in the venture. The computer software using the Windows 95, 98, 2000 and XP operating systems was launched in early 1999.
INVOLVEMENT IN DEVELOPING COUNTRIES
Approximately 50% of Glen's assignments have been in developing countries. Throughout the 1970's and early 1980's most of this was in Eastern Caribbean countries including Barbados, Antigua, St. Kitts/Nevis, St. Vincent, Montserrat, St. Lucia and Grenada. In the mid-1980's, the work spread to Southeast Asia in a partnership relationship with Technonet Asia (Singapore). This work was consulting and training related and involved a variety of Technonet Asia participating organizations in Hong Kong, the Philippines, Indonesia, and Nepal.
In the late 1980's and early 1990's the focus shifted to Africa with and eight-year institutional support initiative in Zimbabwe. The link with Southeast Asia was reestablished in the early 1990's, again through joint initiatives with Technonet Asia. This included work in Sri Lanka, Bangladesh and Nepal in 1993/94. As part of a separate initiative, projects have recently been completed (1998 and 2002/03) in the Philippines for local government.
All of this work has been related to enterprise development and entrepreneurship.
