WORKING IN CROSS-CULTURAL SETTINGS:
Brian has been working in cross cultural settings for more than twenty years. His projects have extended from working with the aboriginal communities in Canada to working with partner organizations and participants in more than thirty countries. His overseas work has been primarily with government and non-profit organizations. The clients and participants in his consulting and training programs have ranged from the most senior government officials (e.g. Permanent Secretaries) to those working at the community level. In his work he has integrated the learnings, models, methodologies, etc. that he has obtained from his clients with his North American education and experience and he has bridged the gap between Canada and other areas of the world.
COMMUNICATION AND NETWORKING:
Brian has worked hard at providing linkages between many of his immediate client groups and others domestically and internationally. Three examples come from projects in the Caribbean, Indonesia and Sri Lanka. In the Caribbean, he built a network among senior government officials and between these officials and Canadian counterparts who acted as resource people to long-term development programs in the Caribbean ministries. The International Management Associates Network grew out of this activity. In Indonesia, Brian build improved networking among the NGO community by bringing the five largest fora together to support the project which established a management and consulting development capacity within this community. The direct result was improved collaboration of community development efforts at a regional and national level. In addition, the consulting trainees spent an extended overseas assignment with organizations in Africa, Asia and North America and these links have strengthened communication at an international level. Another example is the Sri Lanka NGO Management Development Project which established a management training capacity within the NGO community. Representatives in the NGO community from the Sinhala, Tamil and Islamic communities, either as project participants or supports, worked together to found the NGO Management Development Centre.
PUBLIC SERVICE REFORM:
Brian in his role with MIM and later SEQUUS has been involved with a number of public reform initiatives. As part of the Eastern Caribbean Senior Government Officials Development Project, participants were to develop five year improvement plans for their respective ministries. The senior government officials were partnered with appropriate peers in various Canadian government departments and agencies who had gone through similar development activities. These working arrangements provided on-going human and material resource linkages on a one-to-one and organizational basis outside official channels. In Bermuda, MIM and now SEQUUS is partnered with the British Royal Institute of Public Administration (RIPA) to establish quality service by the Bermuda government to the Bermudian public and international visitors. Future leaders in the public service have been identified and are going through a long-term development program to learn skills and methodologies that will revamp the whole Bermuda public service. As agents of change, the participants are starting with their own areas of responsibility and gradually expanding into other areas of the government service. In Manitoba, SEQUUS is working with a number of government departments, e.g. Agriculture, to reform their operation. SEQUUS is using a participatory approach and learnings from the movement toward Special Operating Agencies in the British, Canadian and Manitoba governments. In addition, Brian has conducted numerous shorter term management and organization training and consulting assignments for government personnel in domestically and internationally.
